According to the Decree of the President of the Council of Ministers no. 54, of 22 April 2022, amending the Decree of the President of the Council of Ministers No. 84 of 15 June 2015, the Department for the digital transition of the justice system, statistical analysis and cohesion policies is assigned tasks and duties associated with the functional areas identified in Article 16 (3) letter d-bis) Legislative Decree no. 300 of 30 July 1999:
- services for the digital transition of the justice system,
- statistical analysis,
- cohesion policies:
- management of the processes and resources related to information, communication and innovation technologies
- management of the collection, organisation and analysis of data affecting all the areas of the administration of justice
- implementation of data collection and data processing for statistical purposes in line with comprehensiveness, reliability, transparency and publicity standards
- monitoring the efficiency of the justice system with a focus on new cases, pending cases and time required for settling cases in judicial offices
- coordinated planning of regional, national, EU and cohesion policies.
The managerial offices listed below are established for the purposes of carrying out the relevant functions with the following remit:
Directorate general for Automated Information Systems:
- implementation of strategic guidelines for the reorganisation and digitalisation of the administration of justice
- fulfilment of the tasks set forth in Article 17 of Legislative Decree no. 82 of 07 March 2005, as one-stop-shop in charge of the digital transition in line with the same law provision
- planning, designing, development, management, access to and availability of automated information systems, telecommunication and voice systems for all Ministry offices, decentralised administrative offices and judicial offices
- integration and interconnection of systems in compliance with established standards
- interconnection with automated information systems, telecommunication and voice systems of other administrations, issuance of technical-economic fairness opinions on purchases not requiring the mandatory opinion of the Agency for digital Italy
- preparation and management of the IT cyber-security plan for the Administration of Justice
- promotion and development of IT technological innovation tools in the field of telecommunication, telematics and voice systems
- procedures for formation of contracts to purchase IT goods and services and related plant works for server rooms exclusively
Directorate General for Statistics ad Organisation Analysis
- tasks set forth in Legislative Decree no.322 of 06 September 1989, as the national office for statistics, including the creation and management of judicial statistics databases
- drafting of the national statistical programme by the identification of unified and uniform standards across the country ensuring, coordination with the Ministry’s offices, decentralised administrative offices and judicial offices at the central level for relations with ISTAT
- relations with European and international relevant bodies.
Directorate general for the coordination of cohesion policies:
- coordination of regional and national policies financed or co-financed by the European Union aimed at fulfilling the objectives and institutional tasks of the Ministry of Justice, providing assistance to the ministerial offices concerned
- coordination, management, monitoring, reporting of programmes and initiatives adopted in the framework of these functions
- coordination and management of activities in the field of State aid.
