The Independent Body for Performance Appraisal [Organismo indipendente di valutazione della performance] was set up by Legislative Decree [D. Lgs.] no. 150 of 27 October 2009 in substitution for the Internal Control Services under Legislative Decree [D. Lgs.] no. 286 of 30 July 1999.
The main responsibilities of the Independent Body for Performance Appraisal are to:

  • monitor the overall system of appraisal, and the transparency and integrity of internal controls as well as prepare a yearly report on the system’s performance;
  • communicate promptly any shortcoming to the competent internal administration and governing bodies, and also to the Court of Auditors [Corte dei conti], the Public Service Inspectorate [Ispettorato per la funzione pubblica] and the Commission provided for in Article 13 of Legislative Decree [D. Lgs.] no. 150 of 2009;
  • validate the Performance Report indicated in Article 10 and ensure the Report’s visibility by posting it on the Ministry’s website;
  • warrant the fairness of the measurement and evaluation processes and of the rewards indicated in Title 3, in compliance with the provisions of the Decree, of national collective labour agreements and their addenda, and the Ministry’s internal regulations, while respecting the principle of merit and professional performance;
  • propose to the Ministry’s governance body the yearly appraisal of the Ministry’s top senior managers and the rewards to be granted to them;
  • account for the correct enforcement of the guidelines, methodologies and procedures proposed by the Commission provided for in Article 13 of Legislative Decree [D. Lgs.] no. 150 of 2009;
  • promote and attest the compliance with transparency and integrity obligations;
  • verify the achievements and good practices for the promotion of equal opportunities.


The Independent Body for Performance Appraisal carries out yearly surveys among the employees - based on the Commission’s models - for assessing their organizational well-being and concurrence with the evaluation system, as well as their evaluation of their line manager, and reports on such activity to the Commission.

It also performs the strategic monitoring of the activities referred to in Article 6 (1) of Legislative Decree [D. Lgs.] no. 286 of 1999, reporting directly to the administrative-policy steering body.

In compliance with the Decree dated 10 April 2014, the Commission for the Appraisal of Senior Managers [Commissione per la Valutazione dei Dirigenti] which operated within the Body, is abolished as of 1 October 2014.
